Ooh yeah, working on PST UI had some nightmarish moments but mostly because I was trying to center all elements for all resolutions, in order to get it to work with the WS mod. Hex editing the exe and fishing blindly for offsets can be an unforgettable experience.
Editing vanilla BG or BG2 UI should be relatively easy compared to PST (though I've not tried it since I like both UIs and the WS mod works fine with BG2/tutu/bgt).
Useful tools :
NearInfinity - To extract MOS or BAM files from the game.
DLTCEP - To edit various UI element parameters, and many other stuff (you probably wont need it in this case)
MOSWorkshop - To edit MOS files. You can import BMPs and convert them to MOS and vice versa.
BAMWorkshop - To edit BAM files (Graphical files, you probably won't need this either)
WEIDU - To make a nifty installer.
