Eternal. The game practically showers you with cards, runes and gold so you can easily grind for cards. You also get to keep all the cards that you pick in the draft modes.

If piracy and single player only are fine, the Pokemon TCG games and Stairway to the Destined Duel will run on a potato. Over the Nexus is slightly harder to emulate and the AI is slow without being particularly smart, but also pretty good and shows the game at a pretty good stage of its life: Not the unbalanced, limited classic era YGO where the only deck options were "staples and beatsticks" or "Exodia". Also Shandalar apparently has had some people updating the single player with more modern cards and rules. Forge is nifty but SP only.

There's also the various unsanctioned Duel Monster and Magic simulators for online.
