My very first introduction to bad voice acting in a computer game was for the floppy disk version of Martian Memorandum with the "french" guy (complete with beret in his digitized photo) played by one of the developers, I assume. It was so bad that I couldn't even complete 1 hour of it, and I absolutely shudder to think what the CD-ROM version of this game must have been like since they did a pretty good job at just filling even a floppy or two with total VO wretchedness.

There used to be a fan-made campaign for Starcraft called The Antioch Chronicles that had stellar voice acting, on par with the best stuff you heard in Brood War. The production values of that campaign were generally top notch, too bad it was never completed.
Beat me to the punch. Eric Dieter -- one of the voice actors from it -- and I worked together on a couple subsequent projects. Guy has a great voice. Also, the original campaign is, IMO, the best Starcraft campaign in terms of core gameplay -- Brood War and the Antioch sequel set in the Brood War engine have more gimmicks and wordier plots, but the first Antioch campaign just has really well balanced missions where you generally couldn't hunker down, mass carriers, and obliterate.
