The downside of normal3x is that it makes pixels fucking huge on modern monitors.
Not exactly like the games used to look on our old 14-17'' CRTs, either.
Some games do look good with different scalers, some look terrible. Depends, imho.
Sometimes I'd also like a more dynamic scaler than just 1x, 2x, 3x (at least I'd wonder how the interpolation would look like. Probably terrible, though).
Normal3x is obviously for 320x240 games. It takes 12" on my 22" monitor, so it's still smaller than even on 14" monitor. For 640x480 games, I use Normal2x which takes up about 17".

Are those portraits different like Wizardry 7 DOS vs Wiz7 Gold for example?

That is a good comparison I think. The original Wizardry portraits were pixelated, but they had charme and style.

It's not a good comparison because Wasteland's "new" portraits aren't manga-style FFS

Read again. I was talking about the original portraits being pixelated but having charme and style. The new ones are not pixelated, but lack in the charme and style department. Exactly like the new Wasteland portraits...

Speaking of butthurt generating updates whose usage is optional, I can't wait until the "modern" save game system is announced...

You can have the regular portraits or the painted over portraits. This is an option in the main menu. Some people new to the game will prefer the painted-over portraits. Some will prefer the engine-upscaled classic look.

Will it be moddable?

Custom portraits are supported. I'm looking forward to the Wasteland 1 - Prosper Edition.

I mean if data will be externalized into xml files or something like that. Also it would be nice if it would be possible to make custom graphics outside portraits (for example tiles).

Current Wasteland 1 can be modified using Wasteland Suite. It dumps the content of Game1 and Game2 files into XML files and then allows recreating them when one enters some changes.

My modded version includes decreased encounter rate, enemy damage and range based on player weapons (so for example an enemy with a pistol does 3D6 or 4D6 of damage even in the beginning locations that used to have UNC-only damage), assault rifles having carbine damage and range, default party starting out with assault rifles, etc.

I still think the tiles are the ones that should have been updated. Or give people the option to change them.

While the old portraits are still nice to look at, the tiles graphics are the ones that turn people off the most I think.

I think the colour scheme should have updated, it's always reminding me of CGA graphics.

The real problem is that it probably won't be animated.

It should not be that hard to do all the frames of the animations. Hell I did that with the old FRUA art (even though it is only a few frames).

Is there any form of scaling that people find acceptable? People butthurt over the scaling just cracks me up endlessly.

Please make an option to correct the aspect ratio. This just requires setting aspect=true in dosbox. Some people might leave it off due to scaling artifacts, but as it is that soldier is much fatter than he is supposed to be.

Why wouldn't the new portraits be animated?
And yeah, they look fine. Nothing special, but not awful either. I still prefer the old ones, though. Or at least the old soldier portrait, no idea how the others will look.

Because if they're painted over it would mean they would have to paint over each frame, which I'm pretty sure they didn't.

The new portraits aren't a filter. A filter is being applied to them but they're different even without it.

It doesn't look like a filter to me. Notice how there are extra colors (the lighting on the helmet is a good example).
And MLMarkland just said
