It's the production efficiency that makes it a crap thing, since you simply produce less stuff with the same worker input. This is even more important, since it eventually cuts significantly into your overall exports too, and your industrial autarky (since as oft-mentioned, common raw materials are super-valuable without modding due to how world industry totally explodes out of any fucking control within 50 years).
