So do you need to be at the required SPECIAL level before hitting the level needed to get the perks?

For example, if I wanted the Heavyweight perk (which requires 7 Strength and becomes available at Level 12), but I only had 6 Strength to start, would I need to get a Strength implant before Level 12? Or can the stat dependent perks become available retroactively?

Perks are unlocked on the list when you meet all the requirements, you don't miss anything. Though as the concept of a level requirement suggests, it might not be the best idea since later level perks tend to be superior anyway

In all three games the objective is to move your pawns through little colored squares (fallout has squares with six sides) on the floor and you can't move while the other pawns are moving. Checkmate, nerd.
