Real-world cloaks may not offer an advantage in combat, but magical cloaks are a thing in fantasy and could easily have benefits that outweigh the drawbacks. Also they look cool, and it's not like The Elder Scrolls is supposed to be a realistic setting - if you took out everything that's cool but impractical, you wouldn't have much left.
Not to mention way back Penn & Teller of all people had a game (unreleased) made with a minigame that had the sole purpose of demonstrating just how much goddamn ass completely realistic games would suck:

Also I don't get why the guy in the video says a heavy wool cloak is superior to a GoreTex or nylon shell jacket for rain. He complains of the 'pitter patter' on standard jackets but at least it's waterproof. Unlike a wool cloak that will weigh about twenty pounds soaking wet and not keep the water off at all.

Never worn an Aran jumper Metro? Nuclear fallout couldn't penetrate one of those things, let alone rain. Wool is quite effective at keeping rain out.

Hello all - I bought this game after studiously avoiding reading any reviews or comments here as I wished to approach it fresh. After playing it over the week-end and reviewing the comments here, I think that this game has some virtues which are being overlooked. However, on balance, I agree that it is not to be recommended. Here in brief is what I liked and disliked:

PROS:
-- Beautiful, open world, often evocative of Vanguard at its best.
-- Nice main quest story-line, with solo instances that are beautifully designed and very well voice-acted.
-- Books, books and more books, usually interesting reads, nice lore.
-- Crafting system is simple enough to be intuitive and easy-to-grasp, yet complex enough to be interesting and valuable.
-- PvE emphasis keeps the min-maxxers and "DemonBoi666" PvPers off in their play-pens.
-- Race models are a strong improvement over the single-player Elder Scrolls games, especially with regard to Argonians and Khajits.
-- Dialog, including some background dialog, has occasional and most delightful displays of actual wit
-- Quests are level-indicated but not level-restricted.
-- Skills may be "morphed" at certain levels, adding features to existing skills rather than simply replacing them, a fine idea that symbolizes the gaining of expertise.
-- Music is very well done and enjoyable.
-- On a tech level, the game runs very well and smoothly. The only bug I encountered was a clear "known issue" being worked on per the latest patch notes
-- Online customer support--needed to purchase the game as I live overseas but have a U.S. credit card and billing address--was wonderously courteous and efficient.

CONS:
-- The decision to console-ize the game has resulted in an over-simplification of game systems and interfaces to a point well below computer gamers' rightful expectations.
-- Possibly related to that sad fact: there are too few classes and all race/faction combos feature the same four main classes (albeit with a different racial skill tree).
-- Combat skills limited to a choice of five, plus one special skill. This type of restriction works in a atmosphere of complexity, as in The Secret World. It does not work here.
-- Land area, dungeons too small.
-- Bethesda's hamfisted writing-style too often ruins what otherwise are well done quest dialogs and voice-acting.
-- Combat is not challenging at all, unless one is victim to bad luck or one has chosen to engage over one's head.

Bottom Line: While this game is not the empty suit some claim it to be here--the variety of environments, design and storyline show real work and sometimes some very pleasurable imagination and wit at play---the decision to make it console-compatible has resulted in a bare-bones MMO unlikely to attract a computer gaming audience, while, at the same time, has enough story and reading to put-off the console crowd. In other words, it's a compromise unlikely to please either side (much like a nice slow-cooked French casseoulet with a McDonald's filling).

It's a nice game, but far too time-consuming, so I cancelled my subscription. I haven't changed my opinion from my previous ESO post. The game has excellent skill system and diverse character building, definitely a high point for any AAA game. Combat is a bit lacking because of little diversity in encounter design, so monsters just feel like dummies on which you test your clever skill combos. I haven't tried PvP that much, which I regret, but not enough to spend more time playing. The questing is too primitive and monotonous. There are very few opportunities to show your character - if only they spent more time on additional dialogue options instead of filler quests. Exploration is decent, but significantly stifled by the location level system. ESO doesn't encourage interaction with other players, though it is nice that you can at least see them, and unified servers are a good idea.

Actually, you can equip a bunch of long buffs to your second set. Say, regeneration, hunting, mark target, haste, etc. Then just recast them every 20 seconds or so by quickly switching the sets. So you'll be able to effectively use 11-12 skills in combat instead of 6.

Update 3 and Guild Enhancements

Update 3 (or “Guild Extravaganza!” as we call it) introduces lots of guild and player customization improvements, and it will be coming to the Public Test Server (PTS) soon. Few features are more important to ESO than guilds. They provide the easiest and most fun way to meet new people, chat with groups while you’re playing, and are almost always the first choice when putting together a dungeon or PvP group. As such, we’re devoting a large portion of Update 3 to making sure that guilds are easy to create, fun to join and manage, and provide players with a social group that helps them in their journey through Tamriel.

It is also important to note that almost all of these guild enhancements came about as a result of your feedback. Please keep up the comments on the forums, on social media, and in places like reddit—we are reading and listening.

Here’s a quick summary of Update 3’s guild enhancements: Management: guild leaders can create, delete, and promote guild ranks. Guilds can have up to ten ranks of membership, each of which can have its own icon. Bank: guild leaders can set permissions to allow members to withdraw gold from the guild bank based on their rank. Store updates: anyone in your alliance can browse your guild store in Cyrodiil if your guild owns a keep. Traders: The Gold Coast Trading Company will establish kiosks throughout the cities of Tamriel. The merchants running the kiosks can be hired by guilds on a weekly basis (via auction) to act as a portal to their guild’s store, which can be browsed by any player in the guild’s alliance. Auctions use a blind bidding process and are held once a week per merchant. Heraldry: guild leaders can design guild heraldry for their guilds if they have 10 or more members. Each guild member can purchase and wear a tabard emblazoned with the guild’s chosen colors and crest. There are 250 colors, 63 backgrounds, and 136 crests that can be mixed and matched to form guild heraldry.
