Well, the ruble was plummeting pretty hard the last weeks, so the prices probably weren't adjusted yet. Things like hearthstone packs have 50% "discount" compared to EU prices as well at the moment.
Gabe didn't touch the prices 9and probably won't do that), but he region-locked all the games here.
