There's a preview of Hammer & Sickle over at GameMethod. Here's a clip of part of the two pages of fun:

Killing people also negatively reflects upon your character, making it less likely that non-player characters will interact with you in the future. When you’re awakening your network of agents, some characters won’t join your group if you’ve chosen to shoot your way through missions, killing everything in your path. As the game progresses, villagers and town officials are less likely help you if you’ve played as a renegade, as word of your actions will travel to non-player characters’ ears. Even more, killing enemies rewards you with less experience than completing objectives by means of stealth.​
I'm not so sure I agree with that. If you're a death dealing sociopathic dude with some degree of infamy over killing lots and lots of people who get in your way, I'm not so sure a beaucrat wouldn't help you just out of fear if nothing else.
