As I said before the biggest problem is that Bethesda doesnt have any real competition. Without competitions they dont need to care about quality control since they know their fans will buy it no matter what.

Dunno, most Bethesda fans I've run into these days will outright admit that their competitors are better. It basically seems to come down to marketing. So maybe you're right in the sense that they need "competition" in the marketing to brainless casuals space, but competition in quality doesn't matter much, Witcher 3 blew everyone away but Bethesda will still sell more boxes.

Most people will agree that many new RPGs are better then Fallout 4. Problem is that none of them are similar to what Bethesda makes. Sandbox open world games that allows you to mess up the world and detailed character customization to appeal to dress-up doll fans. Witcher 3 is close to that, it only needs options to play as a furry female and to be able to kill and rob everyone.

Imagine some company making first person open world RPG which has superior writing, world design and combat then its Bethesda counterpart released at the same time as Fallout 4 or Skyrim. Bethesda would be forced to make better games or risk going out of business, as long as noone is trying to produce a direct competitor they will be safe to sell millions of copies.

Skyrim has always been the best looking Bethesda game, still gonna need mods to be good though, and it really doesn't look any better than an enb, of course those things are a pain to work with, especially for certain video cards.

I expect the same results that were apparent in Bioshock's remasters. There's no reason to expect anything else really.

I'm not surprised at all, Fallout 3 and Oblivion had the same contrast.

Mods and 4K Coming to PlayStation 4 for Skyrim and Fallout 4
We’re excited to announce that mod support is coming to PlayStation 4 for both Skyrim Special Edition and Fallout 4. Additionally, we’ll also be supporting the new PlayStation 4 Pro with both titles.

Skyrim will have these features when it launches on October 28. The new power of the PlayStation 4 Pro has allowed us to make Skyrim render in native 4k, and it looks better than ever. Here are some screens to show you just how great it looks.

Mod support will come to Skyrim first. We and Sony have worked hard to make this possible. Mods on PlayStation 4 will allow you to modify and create your own content by using our Creation Kit available here. You will not be able to upload external assets with your PlayStation 4 mods, but you will be able to use any assets that come with the game, as most mods do. By creating a Bethesda.net account, you’ll be able to browse and try mods right from within the game.

We are excited finally to get modding to our PlayStation fans who have supported us for so long. Modding has been an important part of our games for over 10 years, and we hope to do even more in the coming year for all our players, regardless of platform.

After the work is complete on Skyrim, we’ll be updating Fallout 4 for both mods and PS4 Pro. We expect Fallout 4 to take advantage of the PS4 Pro in 4k along with enhanced lighting and graphics features.

Thanks again for all your support. We can’t wait to hear about your new adventures.

Better art direction, in Skyrim Bethesda tried to make a believable world with proper regions each with unique visual style. In Fallout 4 and 3 it was only about making a quirky theme park wasteland that doesnt need to make any sense. In Bethesdas Fallout even 500 years after nuclear war people will still live in shacks made of junk.

Bethesda neither gets Fallout, nor cares about it as much.

This is true, but the art direction is something we should consider here. For some reason, Bethesda has attempted to do "realism" with The Elder Scrolls since Oblivion, which was carefully made. The documentary shows the artists taking pictures of nature, buildings and other things and places which could work as textures for the games. I guess their thing was aiming at that degree of realism, since Oblivion and Skyrim are meant to be "real" european medieval games. Culturally speaking, most of fantasy is still real, since stuff like races and creatures is still based on the ideas and folklore of different cultures of the world. What do you do with a crazy sci fi setting, though?

It's a lot easier to make good looking terrain when you're basing it upon some of the most beautiful landscapes in the real world rather than on a pile of nuclear rubble.

You can find some stunning pieces of post-apocalyptic cities on deviantart though, so Bethesda could have made a pretty fallout 4 if they had bothered. We know the engine can do it.
