INT is a dump stat since you can't cast spells in power armor.

CHA is important, however, so you can have more followers.

I think you are right, but INT affects how fast you get skills, so you definitely wanted to max it out in FO 1 and 2.

CHA will return to being the dump stat it was in Fallout 1.
