I used to like to drive around slowly in Need For Speed 3 & 4 just taking in the scenery thinking how awesome it’d be if I could get out the car and look around. Nowadays every game looks pretty amazing and “open worlds” are all over the place but I just don’t enjoy exploring anymore. I think the last game that tickled my exploration bone was ELEX. Dunno, it just feels OLD and the jet pack opened up a lot of possibilities. Can’t believe clickbait cunts gave it such a low score.

Your little village as it's starting up in the SNES version of Sim City. That soundtrack as you lay out your first zones...

My beautiful little village (before it turns into a crime infested, smog filled nightmare).

Codex 2012 Strap Yourselves In Codex Year of the Donut Codex+ Now Streaming! Dead State Project: Eternity Codex USB, 2014 Shadorwun: Hong Kong Divinity: Original Sin 2 Steve gets a Kidney but I don't even get a tag. Pathfinder: Wrath

I just loved exploring the metal corridors of Anachronox, followed by great soundtrack while interacting with all kind of different creatures and personalities.

While I consider IWD to be inferior to BG I really like the town of Kuldahar. Gameplay wise its a location with few interesting things but the visuals and the soundtrack really made me enjoy visiting it.

The Glow is my favorite location from Fallout, coming to that gaping hole wondering what kind of mysteries of the old world laid waiting in the radiation filled place.

While I consider Omicron The Nomad Soul to be a pretty bad game, as a Cyberpunk fan I enjoyed wandering the streets of Omicron.

Baldur's Gate - So much to see and do in that city. I love sneaking into random houses to see what I can loot or who I might encounter.

The Old Camp and surrounding area in Gothic.

Khorinis and The Valley of Mines in Gothic 2.

Citadel Station

Rapture

The mansion in Resident Evil

The Ishimura in Dead Space and Dead Space 2.

^ That part in Dead Space, before they land on Ishimura, even though you can't hang around there.
I wish there was a whole game like that, happening before shit hits the fan.

Speaking of hanging out and chillin' in the general ambience, an open world to "hang out in" is a must, so:
Ashenvale in WoW Vanilla
Zangarmarsh/Nagrand in TBC
Sholazar Basin/Dalaran in Wotlk
Uldum in Cata and then I stopped playing

Otherwise:

Telvanni district in Morrowind
Sierra Madre in New Vegas (it's favorite places, not relaxing places, though the casino counts)
First 6 levels in Thief: The Dark Project
Bookshop in first Gabriel Knight
That Irish/Celtic level in Atlantis 2 (this one may be quite obscure)
EDIT: Acre in Assassin's Creed because Deus lo volt

and I can't remember others for the love of my life, there's many more but I suck at recalling things from the top of my head. As for 2019:
Lemoyne in RDR2.

You mean the very beginning? Isn't that basically just a cutscene though?

I love when you get to revisit the Ishimura in DS2. There's a lot of quiet build-up before things go crazy.

I'm on an actual spaceship. No joke.
A lot of good mentions here. I won't repeat them. Honestly, the first place that came to mind was Manaan from Knights of the Old Republic. That game has gotten worse with age, but the vibe on that planet was very relaxing. Visually and thematically similar to the clone world in that second star wars prequel, but nicer. Chill mantahead aliens, ocean sounds and ocean views, cool hospital white without all the metal. Elevator music.

Pathfinder: Wrath
ARK: Survival Evolved is a total mess of a game, but it's one of the most scenic I've played, especially since I replaced my old GPU.

Other folks have mentioned Gothic, my favorite spot was the swamp camp, all that swampweed and the pretty lights.

Really liked New Reno in Fallout 2, despite being the center of crime and drugs it's one of the best places to hang out.

Also, just about any town in Ultima V is nice to visit because the tileset is so downright comfy to look at.
