It depends on the combat system.
If it's Wizardry-style - happening on a separate screen and you can't move - then a combination of random and fixed is best. Especially if there are some mechanics to manipulate the frequency of randoms (stealth skill, invisibility spell etc.). Lords of Xulima did it very well.
If it's M&M-style - happening in the dungeon environment and you can maneuver around - then that requires roaming enemies. But arguably the only good reason to use that system is to be able to use environment against the enemies (or the other way around), DM-style.
