Right now our system is comparable to the very early stages of civilization. We are a small tribe and Kruger is our chieftain. DU is even if he doesn't officially calls himself like that our Vize-Chieftain. Every decision like building a new house, paving a new road, changing the layout of the area etc. requires a permission from our chieftain Kruger. This is extremely ineffective as he can't be online every 24 hours. This system worked well in the beginning because the village and population was small. We can naturally expect an expansion meaning more and more people will join our village. The current way how we handle things won't be effective enough.
Moses came down from the hill holding two stone tablets in his hands, engraved on those tablets were the laws by the god himself.
In our case Kruger will walk down the thick double sided road from the north to the village claim, behind him his followers wearing white togas - each of them carring one runestone, engraved on them are the laws of Crossroads. Once there his followers will perfectily line up the runestones and Kruger will speak these words "He who toucheth the holy stones shalth be stoned to death!" The opening ceremony of our civilization created another law, whoever gets caught moving the holy stones around or destroying them has to be killed.
The reason people obey rules is because there's a form of punishment when you break them. Right now we are already seeing the consequences of that, People leave their boats near the sleep area, things like pickaxes or iron plows get lost, there needs to definitve spot for those areas. The logic behind their behaviour is: There is no consequence to your action, so why should i care?
The question is how do we make people care ? The answer is everyone is assigned for an ordinal job meaning there are people who are in charge of putting carts or chests, etc. where they are supposed to be. The people in charge in those things will rage at other people who put the stuff in the wrong area (if that isn't punishment enough). When the leaders notice that things are unorganized they know exactly who[i/] to blame for that and can punish said person accordingly by tasking him to do an extra job or other punishment methods.
What we need:
a)Specific spots for specific things
b)A list (see below)
List(example):
Carts: PlayerA
Boats: Player B
Chests: Player C
Who is responsible for what should be changed weekly or so.
Assigning leaders:
Kruger is capable of leading the village but his time is limited but let's face it he isn't a specialist in every field. Therefore he has to hand over a small percentage of power into the hands of others while overseeing the big picture and pointing the combined power at the right direction . We are creating categorys, each category has its own leadership.
Category examples:
Kruger assigns each leaders an area for themselves. Where and how big has to be discussed between the leader and our chieftain. Leaders take all people who have the same jobs as them (example:farming)under their wing. They assign the work/make decisions when and where to place the buildings. They are responsible for the success of their department but take orders from Kruger.
Example: The chieftain needs 500 bear bangers for a trade, this means the whole Meat Industry has to proccess all bear meat into bear bangers! And the hunters have to set their prioritys on hunting bears !
During the next few days we'll turn this plan into reality by appointing the category leaders. Don't worry, none of the changes will be made behind your back! Everything will be as transparant as possible.
Welcome to a new age !

- -Online time
-Leadership abilities
-Competence
-Work ethic
- 1)List of the people in the same field (All farmers/All warriors/etc.)
2)We let the people amongst themselves decide who's the most capable
3)When they can't decide we find out who has the most experience by talking to them individually
4)People find out their leader is incompetent or lazy? Talk to the Chieftain, he has the power to replace them.
