Arcanum: Cannot make an offering to Halcyon !

Hello,

I believe i have encountered a bug.
In the main quest i am to go to caladon to find this victor minsk. However i wanted to do the gods quest. I completed the first four offerings but i cannot make the olive branch offering to halcyon in vooriden , because i cannot acess the altar. I solved the vooriden repair the altar quest early in the game but somehow now it still tells me the altar is broken.
I play with the 1.70 patch.

Anyone has any solution ?
