Because they'd be attacked on sight. Unless it's a one-of-a-kind snowflake like Drizzt or something.
Actually, you meet a dark elf in Tarrant in the exclusive men's club. There are a few of them scattered around the place. Dark elf in Arcanum is not dark-skinned and white haired. They look like any other elf. It is their philosophy and training that makes them different.

Similarly, orcs are fine in cities, insofar as orcs are fine anywhere (i.e., the real apartheid oppressed blacks of the setting; not the BLM slacktivist shits). You meet any number of them in Tarrant, for example, and Garfield Thelonius Remington III even joins you even though he looks exactly like one. Not half-orc, full blooded orc.

And Master Bates' (that never gets old) bodyguard is a full-blooded ogre. That guy is as beefy a tank as you are going to get in the whole game, no exceptions, with 26 maximum strength and other fun stuff.

So no, they are not attacked on sight.

That's one of the things I liked about Arcanum. Turned a lot of those fantasy tropes upside down.

I always felt of Orcs more like a combination of Irish and other immigrants than Blacks. Irish were actually treated worse than blacks when they first came over. That's why they started voting straight democrat. At the time, it was the slave owner party.

I would have preferred more Ogres in the game as well, possibly an Ogre village or something. But overall it's huge and I can't complain too much.

The greatest failing we can all agree on with Arcanum is that certain stats are a prerequisite to certain skills. If that could be changed, combat would definitely improve.

Or at least change the natural speed of all rock monsters so that they're slow and ponderous.
