Yes, because in every story in which some random Joe or Jane suddenly acquires psychic powers, they always immediately have complete control and understanding of them, right? :roll:
You might get to do something massively powerful in Act 3, so yeah, it's selective application.

Doesn't mean it's horribru, but rather, that the team couldn't figure out how to integrate the power into the plot/subplots more seamlessly, or simply chose not to. Maybe it was a late addition, I don't know.
