Last version had serious problems with basic things and those problems also existed way back in their Alpha version. Let see if they actually worked on this game or just decided to release as it is and hope they sell it to 10 people.

So they didn't want to shell out the money to spend another year or so to finish Chaos Chronicles but they shelled out however much it took to have another studio spend 3 years trying to twist it's code into some random shovelware?

It appears that developers have become more and more industrious. Bigmoon cut straight to the chase and is about to release Chaos Chronicles: Enhanced Edition.

Chaos Chronicles wouldn't have been finished in one year.

Sounds like it was pretty close to release:

Bitcomposer: ...The dispute started at the beginning of December 2012, when a Coreplay lawyer and investor presented a completely new contract, which was quite different from the original terms to which we had agreed...At that time, the Goldmaster was planned for January 2013, but the complete project was already behind schedule.

Bitcomposer: ...But coming back to Chaos Chronicles, we never asked to release the game ‘unfinished’ in March 2013. The only thing we asked the team was to come up with a plan for a release in January 2013 (as originally planned), one plan for March 2013, and one plan for June 2013.

Coreplay: ...Since bitComposer refused to invest more money in ‘Chaos Chronicles”, but wanted to publish this incomplete game by February/ March 2013, we offered to develop and complete the game by June 2013 at our own cost, which of course would necessarily lead to it receiving a corresponding share of the sales revenues.
