If "I'm stuck" means "can't beat the hell out of my opponents", DON'T take Empathy. I usually take Bonus Move / Bonus Rate of Fire.

More Criticals and Better Criticals also work nicely until you hit level 24 and take Sniper or Slayer.

This all depends on what kind of character you wish to make. You wanna make a battle monkey or a diplomatic monkey or a sneak monkey? You basically just need to think this part out and then look through the perks and choose the ones that seem good for what you want. Empathy is definitely a must for the Diplomatic monkey. It's all in the way you wish to play. Matter of fact, part of the fun of Fallout 2 is choosing your perks and then seeing how they affect your game.
