Which one was that one? Played the MegaMod a while back and it does add a lot of shit. Most of it was horribly broken and just plain silly, though it does have some good stuff. Haven't tried it since. The Restoration Project is just as silly and broken (last time I tried it), but fun to play through.

Edit: Oh, that's the mutant base. Pretty good if you're crazy about Fallout combat. Lots of powerful muties which are fun to kill. The armor for Marcus is cool (though still not that useful) and you an get an alien pet there.

Seriously, Fallout 2 needs locations cut out(San Fransisco for example), not locations added.

I tried going to that EPA location in the restoration mod, but I reloaded after I spent twenty minutes or so fighting those retarded plants.

The coolest parts of the Restoration mod are new paths for existing quests, such as being able to put an orphanage together for the kids in the den so they stop stealing from you.

The Primitive Tribe/Sulik's Sister is a decent addition as well. Rescuing her is fun.

The Abbey is just sort of... there.

EPA was awful.

Ways of dealing with Raiders are also improved.
And Kaga gives me this "jrpg enemy who gets defeated every time he fights you but somehow escapes (through the roof) in smoke".
I don't know if he was supposed to be your rival or whatever.

The unskippable dialogue kaga provides is horrible, either kaga or the dialog needs to be removed.

The first encounter is probably too tough since all it amounts to is that he can hit the shit out of you but you can barely touch him unless you tagged melee

Pawel Dembowski/Ausir wants to know what's up with that "Kaga" guy in the Fallout 2 encounter tables (and Petruschka had the same question again, which is weird - cut it out you guys!):

Here's a series of encounters with a guy from Arroyo called Kaga, which i found in the master.dat files.

Answer - Basically, he was supposed to be a "rival" for the PC, and you were supposed to encounter him throughout the game. According to the encounter description I found:

Kaga
Kaga is an aspiring bandit. The player will encounter Kaga throughout the game in various encounters with thief type groups.

Kaga has more than the average amount of hit points and movement points. The player should not be able to kill Kaga outright. In the first 4 encounter areas Kaga will easily escape from the player.

Kaga is a progressive character and will grow in power and abilities as the player moves to more and more difficult areas of the game.

If the player encounters Kaga in let's say Kaga's third encounter area, then Kaga will no longer be encountered in the first or second encounter area.

Encounter Area 1
Area Name: ARRO
Area Name: ARROK
Encounter Name: Outcasts

Male Primitive Body Type
Inventory: 5 Spears (bag containing 1 Super Stimpak $1000)
HP: 100

Kaga will flee after getting hit one time. Kaga has 12 movement points.
Average skill in throwing - will hit about 70%

Attack
I should have been the Chosen One!
How dare Arroyo cast me out of the tribe.
I will have my revenge on you!
Kaga will send you to the next life.

Basically, from what I gather from his dialogue, he was part of the Arroyo tribe, and he bears the PC ill-will for becoming the Chosen One instead of him.

And that's all I know.

I've always wondered, did killap write the dialogue? Because from the quality of it even my 14 year old cousin could have done the same job.

IIRC, Killap wrote him to use the same dialog that MCA showed in Fallout Bible, which was supposedly taken from the .dat files or something like that. But there was a reason he got cut out of the game and it wasn't that they run out of time.

No, there's no actual dialog with Kaga, at least there wasn't in the earlier version. Only the combat taunts. Does he now have a full dialog at some point?

There is even a diplomatic solution to convince him he shouldn't fight you. At some point the dialogues with him were based on floating texts so you couldn't click through them but had to wait till the end. Killap was rather proud for scripting the "cinematic part".

Basically, the most important patch/mod for both fallouts is timeslip's engine tweaks ( sfall ).

RP while not perfect adds some good things to FO2. Anyway I never finished FO2, I have to do it finally. Shit, why do I end playing FO2 every time after less than 15hrs? :\ I'm in decline. I completed FO1 in one looong session (with breaks for sleep) yet I can't play Fo2 :|

I was thinking the same thing. Silent Storm are great and the engine could work great with the style of the original Fallout games. Would be nice also to have voice acting done for the dialogue.

Just started my Fallout 2 god-knows-which-one playthrough, this time with restoration project. I was lucky enough to kill that Kaga fucker in 2nd encounter so he's shitty monologues wasn't much of a issue. I have to say that I don't see THAT much of a new stuff besides some shitty quests and smoking animation. Don't think this project is worth to start another playthrough, but If you fucked like me and have to finish fallout's few times every year you could try it, just for animation of chosen one removing his helmet to smoke a cigarette.

That's because FO1 is 10 times better game than FO2. Vince at Irontowerstudio forums explained it well:

Fallout 1 is a well focused game. It's perfect. Everything is well designed, well thought-through, makes sense, and fits the theme and the setting. The Master, the "villain" of the game, isn't really a villain (he thought that he was doing the right thing), which is why it's possible to defeat him without a fight.

Fallout 2 is a "mix of everything" game. It's a game designed by a bunch of 13-year olds following the unbeatable "won't it be cool if the game had...." principle. It has huge gangsters with tommy guns running casinos, it has yakuza with samurai swords, it has so many weapons that you can switch to a new gun every 5 min, it has more lulz than the Codex, it has a king-fu fighting town, it has scientologists with celebrities, it has tribals, aliens, drug dealers, talking deathclaws, and even real GHOSTS. The game's a joke.

The main villain is a stereotypical "I kill everyone for the lulz" villain who looks like a giant robot. (the 13 year olds strike again!) You can't reason with him. The only way to beat the game is to fight him.

Overall, I feel that FO2 locations, NPCs, and quests are clearly inferior to FO1. While FO2 is better than most games (mostly due to being a sequel to a great game), it failed to deliver the quality of the original.
