To make one of my questions more to the point: How much does the world design resemble Vampire: The Masquerade - Bloodlines, in terms of that game being hub-based and the way you approach content in it. Is The Outer Worlds design similar to that?

Would he ever consider making a 3.5 shell just like with ToEE that makes and releases professional modules (like ToEE) regularly? A new NWN 1/2 but with TB combat and the real 3.5 rules that allows user created content. It could be a great, cheap way to generate long term ROI for a project with low investment needed, low overhead, low risk, etc.

1. Repairman: do items have endurance? and can a character (with Engineering, for example) repair it? Ala Fallout New Vegas style.

2. Rest: Does rest happen for free ala Fallout 1/2? Or does it happen with requirement ala FNV?

3. Quick Travel: Do we teleport to known location ala FNV? Or do we travel in world map ala F1/2? And as we travel, do we get encounter or not?

4. Combat: Do we do it Real time style, Ala FNV? or do we phase base ala UFO afterlight, each action has some time units, and we can line up action after action in an universal time meter while we pause the game ("time dilation")

5. Do we have chemicals that provide status like Fallout 1/2/FNV? Can we manufacture it like FNV?

6. Trade and Barter: Do we have an universal market where each item cost a price and stay the same everywhere? Or do we have interactive prices that change across different shops and different stocks in selling and buying, and even over time?

7. "Car": Do we have a moving vehicle with inventory like a car or a mule, ala Fallout2? Or not, like Fallout New Vegas?

Well the game's publicity seems pretty controlled. You had the initial blast of previews, the little thing at Kotaku a few days later followed by the Tim & Leonard interview at PC Gamer and since then there's been nothing. I think everybody is blacklisted right now.
