There's a preview of Hammer & Sickle over at GameMethod. Here's a clip of part of the two pages of fun:

Killing people also negatively reflects upon your character, making it less likely that non-player characters will interact with you in the future. When you’re awakening your network of agents, some characters won’t join your group if you’ve chosen to shoot your way through missions, killing everything in your path. As the game progresses, villagers and town officials are less likely help you if you’ve played as a renegade, as word of your actions will travel to non-player characters’ ears. Even more, killing enemies rewards you with less experience than completing objectives by means of stealth.

I'm not so sure I agree with that. If you're a death dealing sociopathic dude with some degree of infamy over killing lots and lots of people who get in your way, I'm not so sure a beaucrat wouldn't help you just out of fear if nothing else.

Considering the game is stealth based cloak and dagger type stuff, that doesnt bother me too much. I wonder how moddable their engine is. Do they have an SDK?

This is the same attitude as a game that won't equally reward a stealth/diplo type. I guess knowing that going in that it is a cloak and dagger (hey trying to play a brute in the thief games gets you killed in a hurry) makes it more palatable tho it still diminishes the R part of the rpg.

Saint: Heh heh. Right on. Bureaucrat: "so you are the crazy effing mercenary that kills first and never bothers to ask questions? Sorry won't deal with you. Does that piss you off? HAH! File this Form b-6 Schedule C tough guy!"

But comrads, in socialist countries like Soviet Union there are no 'death dealing sociopathic dudes' in the first place. Socialist paradises don't produce people like that. 'Death dealing sociopathic dudes' are product of the capitalist goverment and its corrupted effects on people. In social paradise people with some degree of infamy get free rest of their life vacation trip to the magnificent lands of Siperia.

But if it uses the same classes as Silent Storm, what's a soldier going to do?

There is probably a difference between killing the right people and getting out before the cops show up and bombing children playgrounds and shooting cops with sniper rifles.

The question is, you can play the game with a soldier, killing everyone on your path.
And you will even beat the game successfully...
But will see only one of 4 endings, see the least of gameplay, and the ending in particular would be 3rd World War.
However, if you will stay true to your character (not a crazed commando, but a undercover agent), the game will be considerably longer and more interesting.

Remember, it's not a freeform RPG, it's more setting-driven. I mean, hey no matter which "class" you shoose (sniper, soldier etc) your archclass is still the same: you are a special agent, basically. You have your primary missions NO MATTER which class you choose (well, maybe a lil different, but still).
So I totally second this concept.
Mass slaughter is just stupid and people will deem it so (obviously, for instance, your superiors won't approve of such methods). That's normal and that's how it should be.
