rpgs were invented long time ago, in times when computers were discovered. influenced by table top physical role playing games.
charactheristics of rpgs:

-charachter development. this is when your charachter develops over time when you play it.
-character creation. you create your character.
-setting. this is so called world of rpgs.
-combat. important mode of rpgs.
-exploration. another important mode of rpgs. you explore world around you.
-boss. this is powerful enemy at the end of the game.
-companions. people that you can travel with.

numerous rpgs were invented throughout time. naturally they influence each other. notable examples of rpgs are baldurs gate and icewind dale.

I am sure some rpgs also work well without combat or with minimal exploration.

What remains is character development, which can be achieved by giving the character new stats, new abilities, new items and/or new spells. Some systems only have one of those paths of advancement, most have a few.

I think an rpg based on Joe Bonham from 'Johnny Got His Gun' fits all that.

So any game with a skill tree is an rpg then
