Mafia. It's less arcade and has good story.

It's also mission based and reletively linear. The only real similarity to GTA is that you can walk around on foot as well as drive cars, and the game is set in a big city.

That doesn't stop it from being one of the best action games I've ever played though.

I played it and...
It actually works better than GTA 4. Yes, it lags horribly. Still better than GTA 4. A lot.
