    Yeah any new civ I make now has lv 40 HC. I wouldn't say it takes that long to get one of cities that high without these lame tactics, just play the damn game, ffs..

    If you have the Asian Dynasties expac you can farm tons of levels by simply playing the 40 min treaty on multiplayer. I think I got a Portuguese metropolis to the hundreds like that.

    Bonus points if you use the fur trade cards that Ottomans and French get.

    It tends to happen after maintenance but usually they fix it soon. It's weird of them still to be doing this shit after all this time.

    Almost feels as if they have no access to source code of something any more.

    The game has to hold up until 0ad arrives at a playable and mostly balanced state.

    That would be great, yes.

    But honestly, 0ad does make progress. It's just rather slow.
