Peter 'Durante' Thoman, known for his famous PC Dark Souls fix as well as for porting games such as The Legend of Heroes: Trails of Cold Steel to PC, has launched his own studio called PH3 games.

On the Metacouncil forum, Durante said PH3 has been around in an unofficial capacity since September last year, but that "we just very recently got the final bureaucratic IDs required to consider it fully complete".

There's plenty of whacky Nippon games out there that still need a PC port.

I'm thinking of Persona 5...
I doubt Atlus will give the ok to a random new studio to port such a game, if a port it's done it's by SEGA.
But he could contact Konami to port MGS HD on PC, Konami gave the ok to Nvidia and to Cygames for both MGS2 and 3 on Shield and ZOE2 on PC, so I think if someone offers a decent amount of money they can do the port.

Unless durante starts doing pachinko optimizations, i doubt Konami will care.

Actually Konami showed they really not have a problem on licensing their IPs. Nvidia got out the money and they ported MGS 2 and 3 on Shield, Cygames probably did the same to port ZOE2 on PC and PS4, so if someone can license a port by giving them enough money, I think they have no problem for a remastered, because it's literally getting money by doing nothing.
