From Portuguese indie team called Foresight Games.

You command the Steel Dragons, a mercenary outfit fighting for survival in the harsh, urban near-future that is Haven City. Select and control squads of mercs as they battle gangsters, rival mercs and corrupt government forces in a bid to make ends meet, and make a difference where you can. Manage your crew’s stats and gear, wrangle a diverse range of merc personalities, and conquer the deep tactical elements that make Project Haven a standalone turn-based combat experience.

KEY FEATURES
  • MANUAL OVERRIDE ON AIMING: Our unique free-aiming system allows you to take control of a merc and manually shoot from 3rd person view. With our modular damage feature, you can wing your enemy to reduce their accuracy, shoot them in the legs to slow their movement, or go for sweet extra damage with a headshot.

  • FLEXIBLE TACTICAL COMBAT: Hunker down or lean into cover. Use stealth to avoid detection. Throw grenades or heal your mercs. Hack locks or demolish walls to get to your enemies. And all the while your mercs have free movement, navigating without restrictive square or hex grids.

  • MATURE STORYTELLING: Learn the harsh realities of a seething megacity full of desperation and dark secrets. Witness the gritty lives of mercs and NPCs, and experience a story-driven campaign with fully voiced and motion-captured characters and cinematics.

  • RPG CHARACTER BUILDING: Improve your mercs’ attributes and unlock new skills as they gain experience and level up.

  • ADVANCED WEAPON MECHANICS: Magazine management, chambered bullets, and different types of ammo for different situations. Calibers and ammunition types affect how far and how well projectiles penetrate and damage the target.

  • MANY HOURS OF GAMEPLAY: Several unique maps with diverse enemies and multiple ways to achieve your objectives, making for substantial replayability.

  • CO-OP AND SKIRMISH MODE: Play with up to 3 friends in a turn-based online co-op campaign mode, or skirmish in randomly generated maps, fighting against friends or AI, either alone or in a co-op game.

Lisbon, Portugal -- September 25th, 2019 -- Independent developer studio Foresight Games today released the announcement trailer for their dystopian tactical turn-based rpg, Project Haven, that is being developed for PC and to be released via Steam. Set in an urban near-future that is Haven City, players can control a squad of mercenaries as they battle gangsters, rivals mercs and corrupt government forces in a bid to make ends meet. With it's unique free-aiming combat and nonrestrictive navigating system, Project Haven brings a refreshing way of play through a gritty story for a mature audience.

“Being fans of tactical turn-based games ourselves, and disheartened by the lack of games with good story and multiplayer co-op in the genre, we decided this would be our first endeavor.” - Sérgio Gil of Foresight Games

With Project Haven you command the Steel Dragons, a mercenary outfit fighting for survival in the harsh Haven City. Manage your crew’s stats and gear, wrangle a diverse range of merc personalities, and conquer the deep tactical elements that make Project Haven a standalone turn-based combat experience. As you complete the story-driven campaign, you and your Steel Dragons will discover cold and brutal conspiracies that beat in the very corrupted heart of this last city of Earth.

Some of the game’s key features are:

- Unique free-aiming system allows you to take control of a merc and manually shoot from 3rd person view.
- Free movement, navigating without restrictive square or hex grids.
- Mature story-driven campaign played solo or with up to 3 friends.

Why would you want to switch from tactical turn-based to popamole third-person combat?

Because if executed correctly it can add a new dimension of tactics to the game in the form of suppressive fire, instead of just waiting to see an enemy to click on them and shoot, you can preemptively shoot wherever you want at least to scare enemies away or reveal their positions if not to kill them. Let's say for example an enemy is hiding behind a bush or something, you can't really see them but you have a general idea of where they might be, so you switch to third person and start shooting somewhere there.

Check out 7,62 High Calibre, it's a great tactical game that excels at this concept.

Every turn-based tactics game worth its money allows you to aim at individual body parts, using direct aiming is just a more immersive way to so. Really hope this is good there is a severe lack of tactics games.

Make the Codex Great Again!
Released earlier than Phoenix Point, and non-Epic exclusive too!

Yep, now I know what to spend my refunded PP money on.

EDIT: Oops misread, I thought it was going to be released soon. Still, more than cautiously optimistic!

I really hope the cover system isn't just some stupid "there is x% less chance of being hit when hiding behind a dumbster" system.

So i asked the developper about how the cover system functions in this game and here's what he said:

Of course! Since our aiming system is essentially the same as a shooter game. Hitting someone means that the projectile actually has to connect with the character - again, just like a shooter game.

This means that the cover, instead of proving a % chance of the enemy missing, it literally blocks the shot (unless the shot pierces the cover, but that's another topic!).

The difference from being in cover and just being close to a wall is that when you're in cover you are able to lean out of it and peek around the cover. This way your body is less exposed than if you were to just move around the corner instead of leaning.

What you can gather from this is that the cover system is realistic, the bullets have to physically hit the cover in order for them to be blocked and some covers might be penetrated depending on the material.
But most importantly the bullets are actually simulated, thay have to make physical contact to hit and the game continues to simulate the bullets even if they miss so there is a chance you might accidently shoot someone near or behind the target you intended to shoot which the developper confirmed.

Overall, this game clearly takes a lot of cues from the best, namely the original jagged alliance and xcom games, so if you like Tactial RPGs this is clearly a game you should pay attention to.
