The levels make is look like they're meant to be played after the main story, but I don't really like doing that, as I think the ending clses the game very well.

What do you guys think? Is there a certain point where you think they fit a little better?

I guess the last good opportunity would be during the Final Preparations quest.

I feel like they should have been set at lower levels, so that the main questline didn't feel so urgent, at the level they're intended for. Anyone else feel this way?

They don't fit in with the main quest in any way and work much better as separate adventures that take place after the main story. B&W also includes some post-ending stuff.
