Submarine CRPG game idea

-postapocaliptic future,
-after new World Wars something went wrong, glaciers have melted, flood everywhere,
-5% of humanity survived, they live in the mountains or human-made islands like in "Waterworld" movie,
-no countries, only city states, like in ancient times. Those cities fight among themselves constantly,
-you are fuckin' submarine,
-first you are pathetic, weak ship, limited ammo, shitty crew (only you),
-you explore vast underwater ocean, fight with pirates, water beasts,
-FPP perspective, turn and grid based combat and exploration,
-first city is your base, you have to defend and upgrade it,
-you can conquer other "cities",
-you can have up to 6 boats at your party: different layers of immersion, new tactical possibilities
-you explore flooded cities, gain new technology, ammo and other loot

I would play game like this to death.

Shit idea. I'd rather an SS CRPG where you join as a lowly SA brownshirt, beating up communists and jews, destroying shopfronts, then get some C&C as to whether to support Rohm or Himmler(it could be an illusory C&C as in the end the SS wins anyway, but choosing to back SA gets you more initial benefits with the tradeoff being that you'll need more XP to advance in the SS because you'll be viewed with suspicion). Then you do Kristalnacht and kill the odd traitor. Then you get another choice to join SD or Waffen SS and the whole game branches off there where you get more internal security working with Gestapo etc.if you choose SD, or you do some infiltration and special missions with Skorzeny and the like in the SS. The SD path would be more stealth and puzzles, the SS more combat. In the end you can choose to support the Fuhrer or if your standing is high enough, you may be able to try and assassinate him and take his place, maybe winning the war for the Germans depending on how well you did earlier and whether you stole enough allied secrets or discovered that the Enigma code was broken etc.

I would play game like THIS to death.
