I made it pretty clear why I consider the Protectorate fascist and Styg could have chosen a variety of heinous deeds. To me them using gassing the Drones speaks a pretty clear message from Styg. That being said, you can argue all you want, but there is a huge overlap between dictatorial leadership, enough that you can indeed expand the term to all of the 20th century dictatorships which as the link I posted showed some people do. You might not like it but usage of terms, especially colloquially, have changed in the past and will continue to do so.

To me them using mutagen makes them clear inheritors to the proud legacy of based Biocorp that mutated people for fun, ie. they're doing shit in line with the world's setting.
