Wasnt there a quest you got from cado to steal a goblet and in return he would kill the raiders for you?or is it later?

Yes, it's there. You can solve the raiders problems by asking Cado for help and refusing splitting the ransom with him.

I dont have that option i have 2,one to pay him 700 bucks and the other to persuade him not to pay anything.
