I would say that the story/writting should come first, even before choosing if you make a book, a movie or a video game.
You should have relevant/worthy things to tell your audience or you shouldn't work at all with a medium that involve writting.

Underails writing has improved but its still subpar to most quality rpg's. The biggest problem with the games writing is not even the cliche story or stilted dialogues, it's the delivery, the team has acknowledged this and are trying to improve it by adding email exchanges and possibly more usable computer terminals?

The world needs more exposition overall, more character, to pull the player in.
