So, I stumbled upon the first beta version, and dug through the code. And I found the original Seal Beach code...

Angela was supposed to survive and be found as a robot though still in a coherent state, it seems that Dr.Goochman was also to be a major character as well. Overall the final area really has suffered from these cuts.

EDIT #1: It also seems in terms of Seal Beach, it wasn't originally supposed to be combat focused, instead you were given time to explore and talk to the npcs. Dugan was to be found in another map as well.

EDIT #2: Santa Fe Springs had a lot cut too, the code is very incomplete, however many of the merchant npcs eventually ended up at the base. (It seemed after Rodia was completed.) They were all replaced by the Wastelander outside the front gate.

I honestly expected Angela was going to be a half-robot in Seal Beach. Just finished it finally.

I never bothered doing Seal Beach. I got so bored of everything I went straight for the robo factory and cleaned up.
