No, they somewhat got that right.

Originally Fallout was to use GURPS (that was created by Steve Jackson) but due to a disagreement it was changed to what is the SPECIAL system.

That's true. Steve Jackson had some reservations concerning the high level of violence and gore in Fallout due to recent troubles that P&P games were having with parent's groups over alleged Satanic material in D&D and so on, so he pulled out, leading the Fallout team to develop the GURPS derivative SPECIAL. This is all explained by MCA in one of the Fallout Bibles, IIRC, obtainable at DAC or NMA.

Drakron, I believe you misunderstood what Brother None meant. The statement implies that it was the Fallout setting which was originally created, and the developers then went looking for a system. Apparently, according to what information is avaliable, the development of the game happened in the opposite manner. The developers created a computer GURP system and then later settled on a setting to utilize it.
