Can't believe this one hasn't been asked, but search doesn't seem to turn anything up so....

What's the most open ended, sandbox, "rewarded for interacting with world" game you've played?

(RPG or otherwise)

Pirates!, too. Incredibly open-ended, although you can't really interact with the environment so much.

It wasn't the best, but to mention one that hasn't been already there was an old free amiga game called "Legion" that was quite fun and open ended. You can probably download the the game in a couple of minutes now. I seem to remember it had some odd translation quirks in the dialogue.

That would be Ultima Online. I'd love to see an Ultima VII BG/SI remake done with the UO engine.

Dwarf Fortress.
Just began playing it today, forced myself over the ASCII, and was rewarded with one of the most complex things ever. And it's not even half the planned features yet. Lovely.

Back to the topic:

Gearhead. You can play as a musician, detective, monk, mecha tournament fighter, bandit etc etc and basically do what you want. The game also has a random plot generator.

x-com: apocalypse, because of the faction interaction that extended beyond the simple x-comish gimme money or don't
survival crisis z is pretty sandboxy within its setting, allowing you to coerce survivors into joining you by blowing others up, torture house owners for their hidden goodies, and so on (including a hidden identity option in the same way oblivion's thief mask works, 'cept in scz it makes more sense)
and mercenaries: playground of destruction was basically a medium sized conflict sandbox

Well, let us define "sand box" first. I'm going to say sand box is being able to do anything, yet at the same time change nothing (or, no permanent consequences to any or your gameplay desicions). Thats why I feel simulations games like Sim City are more "sandboxy" then even GTA or Oblivion (though both have pretty strong sand boxes with in). As for the best? Not sure, I tend not to lake the genre.
