How do charges work with shocking staves and chapeaus of magnetic inversion?

They don't. I believe it was never written in to the CoMI to consume charges. You can edit it back in yourself if you like. There might be a mod that does it.

Could be the same deal for the staves, but it's been a while and I can't remember that one.

Pretty sure the shock staff works fine. Just leave the batteries in your inventory and they'll be auto-consumed. I don't remember if that hat works either (I thought it does though) but I wouldn't bother with it anyway. Charges are consumed very quickly, you should leave them for the best items like the staff and the tesla items. I don't remember but maybe the healing jacket also uses charges. They aren't in terribly high quantity, you should buy all of them whenever you see them in a shop.

I think the hat work for free, it's the consumption of charges that isn't happening for it.
