True but that 5e money be up for grabs. Would have been nice if the wrote the world setting book system neutral.

For the world book what like 90% at least of it will be setting neutral lore, the mechanical stuff will be in the appendix and shunted to other books City of Cats (which is almost pure lore on Per-Bastet for the first 75 pages itself & Southlands Player's Guide which will be mostly player mechanics like Subclasses, Races, Equiptment, Magic, ect...).

I copy pasted the Table of Contents they shared in an update below, but I will note that stretch goals can & will add to it, so for example City Godlings have been added and there is a stretch goal to add an appendix with 20 magic items.

As you can see almost all 5e mechanics are in Appendix or shunted to other books like player options compared to the PF1e Southlands Book.

Basically Bard that ascended to lichdom. The first time I heard of this was from Ravenloft with Andres Duvall though he's probably also the first "Semi"-Lich. As they make a point to say he's not a true lich but has powers very much like them.

Kobold Press later brought back the idea of a bard lich years later in 5e though still not that exciting of a monster. They're okay but kinda wish they just went with a Dorian Grey sorta deal for the phylactery by having them carve by completion of their art and drop the "Virtuoso Lich are made when a artist powerful in magic dies with their work incomplete" stuff as that more revenant than lich feeling to me.
