My Summer Car. More of a weird simulation than a game, but open-world and with various vehicles nonetheless.
Or the vastly overrated Half-life 2 and its sequels, worth a shot if you still haven't played it.

Barotrauma.

Submarine. You have a crew, and you have to take care of your submarine. You can upgrade it, rewire stuff etc. And you can exit at will to explore caverns and such. Pretty fun singleplayer, but works best with a buddy or two.

Half-Life 2. Exploration.
I think he's specifically talking about Episode 2, where you get a car and a lot of levels have completely optional side locations off the main road that you can go and explore, usually with ammo/health and some environmental storytelling, along with the predictable enemy ambushes.

That being said, there was something special about those open section in Episode 2, at least for me, and no other game has really managed to recreate the same feel. The closets any other game has come is that (very short) section in Alan Wake where you get a car during daylight and can go explore the map - which is also the only glimpse we will ever get of what Alan Wake was initially supposed to play like.

Not to argue that HL2 placed a big emphasis on exploration, but the dilatated environments and eerie quietness made for some really nice atmosphere.
