Haven't played the expansion but, despite the enjoyment I had with the vanilla game, I wouldn't call UnderRaill "carefully balanced".
I didn't say that, FFS. All I said was it's a good example of implementing Expansion into already existing base game with its own power curve. They, small indie dev team, did a massive amount of adjustements for the huge base game in order to deliver somewhat straight power curve while having two XP type systems and four difficulties in their gasme. But these guys, with all their resources they didn't even bother.
UnderRail is a game balanced only around well-tought builds that intentionally leaves behind players unable to min-max. Which is a totally legit design philosophy, mind you, but it is also a far-cry from "a carefully balanced game around all difficulty".
UnderRail is a game for RPG-enthusiasts, not for random casual gamers. Thus, I don't see a point for it to have story-mode difficulty or some shit like that. Wasteland 3, on the other hand, with all that pr-nonsense about how tacticool and challenging its turn-based combat is, cannot provide any real challenge on maximum difficulty at all, it's pathetic.

If your definition of RPG enthusiast is "good a min-maxing", yes, UndrRail is a game for RPG enthusiasts.
Having a P&P background, my definition is quite different.
So, to me UndreRail is "just" a CRPG balanced around min-maxed builds. And, thanks god it is, considering how rare are (and have always been) this kind of games.
Nothing that I would racomand as an example of good balance, though, with or without the expansion.
