In team management games, the player is acting as the team manager. If there is only one role, then it cannot be a roleplaying game.
The player doesn't have a character that undergoes any kind of growth or customization itself. This is why the Simcity franchise are not RPGs. If the player directly controlled the footballers on the field in addition to all of the other mechanics, you might have case. The absence of exploration (pointed out by
Zed Duke of Banville) is also damning.
When in doubt about whether something is an RPG, refer to these are the minimum requirements. If there is a disconnect, it at best gets a hyphen. At worst, it's not an RPG.
- All player actions abstracted through a mechanic (dice/cards/etc.)
- Intrinsic character customization with mutually exclusive choices.
