Ironically it wasn't the current government that put this measure in place: it was the former government, which heavily criticized this measure, removed it as soon as they got in office (and made the Peso jump from 9 to 16 from one day to another), and then put that measure in place AGAIN, and stricter than four years ago, months before this new government took office.
