I've not played Bioshock, but nothing I have heard about it has lead me to believe it's an RPG. Am I wrong?

Oh, no, you are wrong, it is an RPG. On the Codex everything is an RPG: Space Rangers 2, Master of Magic, Deus Ex, System Shock 2, King of the Dragon Pass (a fucking strategy game, Christ), Star Control 2 - it's all RPG, so definitely Bioshock too. But most of all Halo.

Duh, you play the role of Jack and it has stats which you level up. It also has profound choices and consequences. That absolutely makes it a role-playing game.

Oh just you wait; given time enough people on the Codex will start defending it as being an RPG (as opposed to a hybrid, just like people call Deus Ex an RPG here as of the last two or three years, damn TESF).

They're great games with RPG elements. But not RPGs. But they have RPG elements so we can make newsposts about them.

Also, calling SS2, Bioshock or Deus Ex RPGs is retarded. They're shooters with some light to heavy RPG influences. At their heart, they're still non-linear shooters and not RPGs.
