It's pretty obvious their lore is canon. This includes promotional material explicitly designed to be taken as canon: your mileage may vary, but an "expert" given detailed information on how V.A.T.S. works is pretty canon to their lore.

The question is, what kind of retard takes their lore as gospel? Only canon lore is FO1, FO2, and F:NV, and that's ignoring the bits of FO2 and F:NV that make no sense.
