Are there any RPG games that let you change abilities/skills mid-combat?

This question is driving me nuts:

I was playing Divinity OS2 with two of my buddies today and I was switching around some of my spells. One friend asked if I was ready to start an encounter and I said, "sure". Part way through the battle I said, "I wish I had a different spell" to which my friend replied "why did you say you were ready then?". "I thought I could change my spells mid-battle for some reason". "We've played so many games with would you think you can do that?" "I'm sure you can in some game." "Name one." And to much dismay I couldn't.

I've played all manner of RGP type games but I can't think of one where you can change skills/spells/abilities mid-combat for some reason... someone halp!

Didn't PoE have this for Wizards? You scribe the spells to a tome and you have multiple tomes that you can switch mid combat, with a cooldown penalty.

You can weapon swap and inject spells in kingdom's of amalur.
