The Soviet Union sees no reason to even consider the absurd request by Mr. Morden to allow foreign researchers access to classified Soviet military facilities. Wild speculation aside, you may rest assured that we have considerable experience in these matters and your assistance on Titan would be of no value.

The so-called 'right to belligerence' put forward by the Celestial Empire is deeply concerning. So far we have seen it used to justify the wholesale slaughter of innocent civilians on three separate occasions. Perhaps the embarrassment of discovering the price of belligerence against even a second class TN power will lead to a more enlightened foreign policy, but if not we are certain this continued warmongering will continue to lead to tragedy on ever greater scales. That said, we find the Celestial amendment to the TN weapon regulation clause acceptable with the following modification: Use of TN weapons against aggressive TN equipped military units is permissible even on populated worlds. We feel it is unreasonable to permit surface based TN weaponry to be employed unchecked, especially given the significant collateral damage it has been responsible for. While the results of such an engagement would be tragic, it will act as a deterrent against use of TN weapons of any kind on population centers.

While we agree that Luna and Mars should be freely available to all signatories, we have reservations about free access to Io, Venus, and all gas giants. In principle free access to Saturn is not unreasonable, but we feel it will be used as an excuse to approach unacceptably close to our military facilities on Titan. Further, we doubt Omniventures is any more pleased to accept foreign operations on Io than we are on Venus. Extensive investments of infrastructure have been made to overcome these harsh environments for their natural resources, and I'm sure we're all well aware of how sharing between enlightened centrally planned and haphazard capitalist operations worked out for us on Earth.

The Celestial Empire of Greater East Asia strongly objects to the slanderous allegations propagated by the Union of Socialist Soviet Republics. Firstly, it is a well-known fact that all ground-based Trans-Newtonian weapons operated by Imperial forces, ranging from Type 47 Turbo Laser Rifles and chemical warfare agents to siege artillery and floating fortresses, are completely humane and in perfect accord with the exceedingly high standards for compassionate peace-preservation established by the independent Imperial Human Rights Watch.

Secondly, there have been no "slaughter of innocent civilians" whatsoever during any Imperial peacekeeping missions, nor will there ever be any. Atrocities have been carried out strictly by our opponents, and mainly against their own populations. This is typical behaviour of enemies of freedom and diversity, and their rampant mass-killings, banditry and terrorism is what warranted our interventions to begin with. All other casualties have been enemy combatants, which media outlets all around the free world uniformly confirm. To suggest otherwise is thus not merely untrue, but also highly deceptive and contrary to the spirit of cooperation and objectivity necessary to reach a mutually satisfying agreement during these proceedings.

Thirdly, the attempt to equate the destructive power of nuclear weapons with the negligible collateral damage of our ground-based operations is simply laughable and cannot in any way be taken seriously. The ambiguous usage of the term "aggressive" is also problematic. However, the Empire is always reasonable, and if one may assume that it refers to ground forces that are actually attacking the sovereign territory of a power in a large-scale manner which may well result in the complete conquest of the defending population, and if all means to end such a conflict by diplomacy have been exhausted, the Empire could indeed stretch a point and acknowledge the legitimacy of such a right to self-defence. However, nuclear strikes against ground forces that are not attacking in such a way would not be permissible, even if the owner of said forces would be acting "aggressively" in other matters. To emphasise: conflict elsewhere is in no way recognised as proper justification for nuclear strikes against targets on Earth or any other worlds populated by humans.

In regards to Venus, its deposits are vital to humanity, and its twenty-eight mega-kwabillions worth of Duranium – one of the most critical Trans-Newtonian resources – are therefore far too important to be granted to the Soviet Union alone. Further, the Empire sees no legal basis for potential Soviet occupation of Venus to begin with, and would like to point out that it would render the Soviet settlement of Mars and Luna illegal, seeing how Concordia and New Kyoto predate recent Soviet colonies. Free utilisation of Venus, along the same lines of the already proposed free colonisation on Mars and Luna would go a long way to secure lasting peace between the powers of Earth.

Finally, as for Saturn, it is highly improbable that the slow, lumbering and strictly civilian fuel harvesters of Eisenstark, Miyoshi and Yates could in any way spy on or threaten the Soviet Navy or its activities on Titan. It is far more likely that the Soviet Navy could instead menace civilian shipping, and the fact that neither power has stressed its right to escort and defend its civilian ships during any such potential expeditions should speak volumes as to their commitment to peaceful co-existence.

If used in close proximity to a colonised body, even if the intent is only to strike military targets, it is entirely possible a weapon which does not strike its target may detonate in atmosphere or pierce a habitation unit.

On the subject of Venus and Io, the Celestial Empire's claims to Ganymede, Pandora, Titania and Despina are even weaker still. Suggesting ownership must give way to the needs of the People sounds inspiringly Communist, Comrade Fuhito. In the interests of encouraging enlightened socialist philosophies we agree that Venus and Io should be open to all.

Trusted allies of the Greater East Asia, the Luso-Brazilian Empire has focused entirely on strengthening its Earth-based operations. Its industrial might is spectacular, and its armed forces rank as the fourth strongest in the world. Its participation in the liberation of Kwanzania has helped secure several victories against the forces of chaos, as the commendable Luso-Brazilians have resolutely held their ground against the mainstay of the Kwanzanian horde, allowing Celestial and Polish-British forces to accomplish several joint objectives. In light of the imminent depletion of planetary TN-resources, it would however seem that the Earth-centric strategy is quickly running its course. Unless the Empire expands to other celestial bodies, it will soon find it very difficult to sustain its massive industrial sector.

Irkalla Collective

As reclusive as ever, the Collective has mostly continued to stay out of international affairs. Notable exceptions are the opening up of limited trade with the Celestial Empire, and the military and economic alliance with the Soviet Union, commonly referred to as the "Cairo Pact" (highly ironic, since the League of God which currently controls its namesake denounced the alliance and its own alleged participation mere hours after its announcement). Unlike their Soviet allies, the Collective has yet to join the space-faring powers, preferring instead to strengthen its Earth-based defences by deploying several additional Meson-cannons.

Celestial Empire of Greater East Asia

Continuing to distinguish itself as an ever-peaceful, prosperous and powerful vanguard of freedom, tradition and capitalist values, the Pan-Asian Celestial Empire stands like a colossus astride the world, fielding a Trans-Newtonian army second to none, ruling over colonies on Luna and Mars and operating a healthy free market rivalled only by that of our Omniventurial friends. In addition, Greater East Asia possesses a massive fleet of civilian ships, and has established mining bases on Tempel-1 and Reinmuth. The Empire is currently allied with the Luso-Brazilian Star Empire, enjoys close ties with Omniventures Inc. and the Polish-British Commonwealth, and is currently involved in the great restoration of the failed state Kwanzania.

New Kingdom of Prussia

From a promising beginning, the kingdom is now suffering greatly due to the sudden withdrawal of King Frederick IV. The powerful Landwehr is inactive, and New Prussia itself, the once proud bastion of the Nordic race, is left entirely dormant, supposedly since its rigidly disciplined and extremely lawful population simply cannot proceed without receiving new orders from their superiors. German punctuality at its finest, though possibly also its worst. It remains to be seen whether the monarch will return to break this deadlock, if new leadership emerges, or indeed, if the entire realm disintegrates, either by falling victim to barbarian hordes or by having regions secede to join friendly powers.

Eternal League of God

The League recently surprised the world by denouncing its former (alleged) partner the Soviet Union, rejecting the "Cairo Pact", embargoing the communists and making sudden diplomatic overtures with the New Kingdom of Prussia. In international politics, the League has been dismissive of claims to celestial bodies, with their representative Mr Fritzl arguing strongly in favour of free utilisation. While the Templars have no known space assets aside from their shipyard facilities, it is expected that they will soon launch off-planet mining to sustain their industry. Once they do, their apparent disregard for territorial claims might spark conflict with the other great powers on Earth.

Polish-British Commonwealth

Despite the recent addition of the racially white population of the Free Capitalist Boerestaat (as part of the system of supported democratic self-rule) to offset its horrendous amount of parasitic low-born citizens, the Commonwealth still struggles under the constant strain of powerful and entitled coloured minorities. Its multitude of less advanced associate members (included in the map above) may also constitute a far heavier drain on Commonwealth resources than they mitigate with potential contributions. Internal problems aside, the Polish-Brits have nevertheless pushed into space, establishing colonies on Luna and Mars, and Yates Transport Limited operates several state-of-the-art spaceships and a number of off-planet mining bases. The Commonwealth Army is also a force to be reckoned with, comparable in all respects to the Imperial Army of the Celestial Empire, having recently distinguished itself in Operation Freedom Shield and the Kwanzanian liberation.

Union of Soviet Socialist Republics

The black octopus has grown bolder in recent years, huffing and puffing hateful rhetoric while greedily spreading its tentacles towards moons and planets alike. The Red Army maintains control in the totalitarian state, and currently masses in Central Asia to menace their new ideological enemies in the League. Meanwhile, outdated factories run around the clock to fuel the rampant exploitation of Venus, Mars and Titan. However, all is not lost, for there are also some good news: the crude state-owned transport fleet, horribly inferior to Omniventurial, Celestial and Polish-British shipping, has recently been strengthened with what appears to be pseudo-capitalist ventures - a glimmer of hope that the communists may indeed be opening up to real progress and freedom. The ventures have even begun speedy utilisation of Halley's Comet and Schaumasse, proving the superiority of a laissez faire approach. Furthermore, negotiations during the Olympus Conference have been quite constructive so far, providing what may soon be turned into a framework for peaceful coexistence in our Solar System.

Last but never least, the thrifty corporate republic Omniventures Inc. continues to shine like a beacon of freedom and prosperity in the world, a bright and beautiful twin star to the glorious Co-Prosperity Sphere in the East. After having helped restore freedom and democracy to the Free Capitalist Boerestaat, the business-savvy moguls of Prosperia have now shifted focus to their Deep Space ventures. Predictably, the results have been nothing short of majestic, with Eisenstark producing armadas of modern ships, developing Trans-Newtonian mining on Van Biesbroeck and establishing a healthy, thriving capitalist colony on Io, one of Jupiter's moons. A splendid future awaits our Omniventurial friends and partners, for the stars are ripe with the Trans-Newtonian materials we so dearly need, and to quote a certain Boerestaat businessman: "the rewards of wealth still await those wise enough to recognise this deep thrumming of our common pulse."

-Celestial Empire is building PDC's. One of them houses an active sensor. This means that the Celestials are now aware of the exact tonnage of every ship that is in-range of their sensor, plus the military strength of all GU's and the exact sizes of all shipyards in Earth orbit. The Celestial sensor has strength of 800 and resolution of 80.

-Following civilian liners launch new ships: Eisenstark, Miyoshi, Drozdz, Yates,

-The three latest Soviet ships depart Earth orbit individually in January.

-On 18th January Y13, instruments on Earth were observing one of the new Soviet ships, when it suddenly vanished. Then, two hours later, it reappeared in the exact same location. Luso-Brazilian astronomers were first to publish their observations, which were soon confirmed by astronomers in other nations. Only explanation would be that the Jump Point Theory is correct, and that Soviet scientists have discovered a method of not only finding jump points, but to utilize them for FTL travel! This news shocks the entire planet!

-On 15th April Y13, at 21:28, Kwanzanian Essex-class survey ship Ronald Reagan disintegrated, with no warning. Like the previous time, some lifepods did emerge from the wreckage. Five seconds later, Celestial Akagi II class ship powered its engines and headed for the lifepods. Five seconds later, the Theodore Roosevelt disintegrates as well. This time, there are small secondary explosions. This means that the Kwanzanian space navy has been reduced to a single Essex-class, its location currently unknown.

-By 16th April, Celestial Empire had collected the lifepods from all three Kwanzanian wrecks. The wrecks themselves remain in Earth orbit, required specialized Salvage equipment to deal with.

-On 20th of April, the last Kwanzanian ship, , was returning to Earth. When it was mere 7,000 kilometers from Earth, it apparently came under fire. Observers could see all engines dying, liquids and air streaming into the vacuum, before the ship disintegrated completely. Afterwards, Celestials again picked up the lifepods.

-Rumours fly of protests on Mars, Io and Titan, complaining of overcrowding.

-Celestial Kongo-class ship visited, after Luna, Mars and Io, before returning to Earth.

-In May, three Soviet ships, that had returned to Earth orbit roughly six months previously, departed towards JP-1. A fourth Soviet ship was already waiting for them.

-Omniventures launches a new ship - fourth of their "new" class.

-USSR launches three new ships. These are fairly small, with a thermal signature of 62.

-Many civilian liners launched new ships. Some civilian mining complexes were expanded as well.

And that's a wrap for Y13! I'll send country-reports to players during rest of the week, hopefully before weekend.

Before that, since inter-stellar travel is now becoming a reality, I would like all players to think of first-contact guidelines for both unarmed and armed ships, and to attach such guidelines to their orders for the next 3-year period. Basically, it should answer the following questions:

• What to do when encountering alien wreck in a system?
• What to do when encountering a human wreck in a system?
• What to do if spotting an alien ship/colony?
• What to do if under attack?
• What to do if other human ships are under attack?

Remember that only jump gates allow communications through JP's, thanks to techno-babble mumbojumbo. If there's not a gate on both sides of a JP, a ship HAS to jump through to pass any messages. So if your lonely explorer gets wasted by hostile aliens, you might not know about it for a while. Or a long while.
