Available/possible actions for every country for YEAR 1:

1. Ground forces
   1. Rename existing units
   2. Train Low Tech Infantry or Armour (Armour will take until November, Infantry will be done by August)
2. Leadership
   1. Assign Planetary Governor
3. Industry
   1. Assign production priorities, amounts and queues. The full list is available in the old thread. Most players will probably start by converting existing conventional industry to mines and construction factories.
4. Research
   1. Assign scientists to project(s) and issue them labs. Note that every player starts with TN-tech researched, so you can pick your stuff from the whole list available in the old thread.
5. Shipyard
   1. Name it
   2. Decide whether to build a 2nd slipway or increase size
      • Slipway will take a full year
      • From 1000 tons to 2000 tons will also take a full year
      • From 1000 tons to 1500 tons will take 6 months
      • Pick one, can't be both
6. Geological survey - there's none! Steve changed survey mechanics and game now starts with homeworld fully surveyed. When you get your geo-survey vessels going, you can then start doing geo-team surveys as well.
7. Diplomacy
   1. You can make different deals with other players:
      1. Share tech as they are discovered (not racial tech, ie prototypes)
      2. Trade treaty, allowing civilian lines to trade with each other
      3. Friendship treaty, allowing to use each other's jump ships
      4. Alliance, meaning that ships and PDCs will protect each other against missiles, plus you can always see your allies ships, plus #3
      5. Share geological survey data (but only for systems that the other players knows)
      6. Share gravitational survey data (but only for systems that the other players knows)
   2. Number 2 above must be public since everyone can see civilians, others can be kept quiet... for a while at least
   3. In addition, they don't have to be 2-way deals, it is entirely possible to make a treaty where player A gives trading rights to player B but not vice versa. Or that player B shares her geo/grav data with player A, who in turn shares research date for the next five years.
   4. Finally, players can do horse-trades with wealth, minerals and tech (again, not racial tech)
8. Espionage
   1. Will be handled by game-mechanics this time. And you don't have to do anything since no-one has enough Espionage experts at game start.

We'll see how the first few years go. If required, I will magically conjure up little more, so that players can at least get off-planet but strict budgeting will be the name of the game for a while.

Interestingly, it seems that for some reason, all civilian administrators for every country are exactly 21 years old.

The Aurora resource RNG is so shitty at times, especially for the starting system. Good thing you can spacemaster that shit to a decent yield.

Sadly, such arrangements might encourage body-snatching at best, and higher murder rates at worst. Unwilling to resort to genocide and still en route to proper repatriation programmes, the PBC has an enormous ethnic underclass that can only get more violent. Imagine the chaos that monetary rewards for dead bodies would wreak. Moving such matters into the hands of the government, on the other hand, might have equally grave consequences, considering our corruption index.
