This wouldn't work so well with pacifist character since the whole idea is 'you intimidate a lower level enemy'
Any enemy that is the same or above your level would automatically resist it - rank 2 didn't change that, nor did rank 3.
Without the prior kill EXP, I doubt you'd out level the trash mobs.

That's why the 10 Intelligence part - affects the number of EXP points gained.

ed: I can even have 4 agi with this so there's a potential mr. sandman cheese to gain those levels, for example. Fits the Moses flavour as well - tenth punishment of Egypt & stuff.

Probably like the companion commands in Skyrim - once you have their attention, you can click on something and they perform a context sensitive action. A chest is unlocked, a person is attacked, etc.
