Speculating on something we know nothing about is fallacy.

there could be douzens of ways of implimenting this so that plasmid 'swapping' is not cheap or trivial.

For instance (to borrow a mechaninc from a old GB RPG):

Everytime you remove or add-on a plasmid its internal structure is damage/affected.
After X swaps it would be damaged/work poorly/be destroyed.

Or, Plasmid swaps COST big $$$ (or Adam?)... HELLO EXTREME-CAPITALIST SOCIETY....

(some) Plasmids burn out after awhile-- or need constant maintenance, aka SS2 implants.

Plasmid implant's may have a 'preference' of where they are implanted or with what other implants (some work well together -- offering a bonus or some react poorly or even have dangerous side-effects when used together, like some drugs...)

Or the longer a plasmid is used the better it works/more efficiently/ect...
Perhaps plasmids themselves have a 'level' and the longer they are used the better and more abilities and tricks they can perform, for longer or stronger. BUT when they get swapped they loose some/most of this extra bonus.

I forsee several of these effects being used to make Plasmiod choices meaningful.

Two things wrong with that, bubba.
1) We do know about it, we know previous incarnations of the system, and we know the likely path of the developer.
2) *Not* speculating on something isn't fun.

Nothing about this game sounds particularly revolutionary except for the hyped up AI which might or might not be a replay of RAI, and maybe the ability to tweak your weapons. We'll see.

I mean, it's nice that they're focusing on ambiguous moral choices - but statements like "you'll be faced with difficult and ambiguous choices minute to minute" don't give me much hope as to the objectivity of the reporters.
