The reason she looks wrong in the box art is she isnt from the box art and wasnt drawn by the same person was the one who did it and also wasnt drawn for a night scene and finaly wasnt drawn for that street.
You can tell it more clearly if you notice that the street falls apart around where she is and is replaced with a muddy airbrushed bit of gunk all around her.
Most likely shes from an earlier vamp game ad somehwre and they just cut pasted her in to fill over something they didnt like in that corner as they nuked quite a section there.
