If you have a quote at the top of your post, and then wrap the whole post in a spoiler, it copies the quote tags and wraps them around the whole post.

Just type out the spoiler format manually, there are all kinds of quirks with quoting and autoformatting.
I agree — it can be a bitch to remove the topmost quote, or sometimes there are problems with adding quotes being treated as a large-font bold heading.
Switch to bbcode mode and prepend a line to the post.
Alternatively you can avoid prepending a line and just operate on the quote in bbcode mode.
